one is through competition.The other is through proposing the application to establish

(Implementation)", the mining right department has following 5 kind of situations to
set up the new mining right.The management could award the mining right license
through the tender and auction to :

1. the national invested and verified ore deposit which could be explored;

2. the ore deposit which loses the mining right extinguish;

3. the ore deposit which the prospection right extinguish;

4. the ore deposit which the main management departments
stipulate that it could be explored directly without investigation;

5. the ministry of national land and resource, the provincial management
department are responsible for the management of other situations.
