First article In order to maintain the mineral resource the national property
rights,and strengthen the opeation cost of the prospection right and mining right

Registration Policing method", "Mineral resource Mining Registration
Policing method", "Prospecting Power Mining Power Transfer Policing
method" the related stipulation to formulate this means.

Second article In the People's Republic of China domain and the
jurisdiction sea area investigation, the mineral resource must
pay the prospection right and mining right operating cost, the cost
according to the stipulation.

The third article the prospection right and mining right operating cost
includes

(1) prospection right cost. The country gives the
mineral resource prospection right to prospection right owner,
according to the stipulation of operation cost and it is payed by the
prospection right owner.

(2) mining right operation cost. The country gives the mineral resource
mining right to the mining right person, according to the
stipulation of the operation cost which is payed by the mining right owner.

The fourth article the prospection right and mining right cost includes

(1) prospection right cost.Country will fund for the exploratin of gaining the exploration right
and sell it to the mining right owner, according to the stipulation the cost
which gathers to the prospection owner.

(2) mining right cost. Country will fund for the exploratin of gaining the mining right
and sell it to the mining right owner, according to the stipulation the cost
which gathers to the mining power owner.

The fifth article
the new standard of the prospection right and mining right operation cost

(1) Prospection right operation cost is payed year by year according to the sub-area.
From the first investigation year to the third investigation year, each square
kilometer every year needs to pay 100 Yuan and each square kilometer every year
increases 100 Yuan from the fourth investigation year.It does
not cost more than 500 Yuan for each square kilometer every year.

(2) Mining right cost is payed year by year according to the
mining area scope. Each square kilometer costs every year 1,000 Yuan.

The sixth article prospecting power mining power cost gathers the
standard

The prospection right and mining right cost is based on the appraisal price
which confirmed by the State Council geology minerals department which is
responsible for the work.It was paid by stages; But the
prospection right cost should be paid at the deadline of
2 years, the mining right should be paid at the deadline
of 6 years.

The seventh article The prospection right and mining right operation cost and
the cost is gathered by the prospection right
registration regulatory body.The prospection right and mining right
operation cost and the cost should be paid in the time of investigation, the mining
registration or yearly examines.
